Most health inspectors have a Bachelors of Science in Environmental Health to start. A listing of accredited schools can be found at the scholarship page (URL below) of the National Environmental Health Association (NEHA), a professional association. The University of Washing in Seattle is listed. The site will give you a lot of other good information as well.
You might contact the Portland Department of Health & ask if your niece could talk to someone about what they do, what they require, etc. She might even be able to spend a day "shadowing" an inspector.
